Partly Facetious: why can't NRO apply to arrest warrants?
"So is an MNA automatically security cleared?"

"Well, considering that there are some outstanding arrest warrants against some MNAs and MPAs I would imagine that being an MNA or MPA doesn't automatically imply that you are security cleared."
"What? There are still some with outstanding arrest warrants! My question is: why hasn't the National Reconciliation Ordinance been applied to these poor souls? If the others not only can benefit from past, shall we say indiscretions, as well as get a clean slate to start again then why can't these poor jokers with outstanding arrest warrants?"
